jmods,
The answer to your question is ... it depends... really, it depends on if you are an experienced coder, a dabble-coder or a non-coder.
1) KRPano - IMHO if you are an experienced coder then KRPano would probably be your answer. It has Droplets that do quite a bit of the work for you, but it does not have a GUI... you must hand-code everything.
2) Pano2VR - Simlar to KRPANO, but it has an interface that allows you to "see" where hotspots are being placed. Still not as easy to me as FFC.
3) FFC/iOSVR combo - Damir has produced a great product, that looks great and seems straightforward. (I'm starting my first attempt now.)
4) Future FFC?? - Trausti has said that iOS/HTML5 support is in the future - how long is yet to be seen.
Obviously I agree with Trausti in that I don't understand the rush to HTML5. As I understand it HTML5 can not do what Flash allows us to do now. When I show a customer what is possible in FFC/Flash and then show them what they get with HTML5 - they often look at me and say "why won't this "effect" work on my iPad? My answer: HTML5 is in it's infancy and cannot yet replicate what Flash has been doing for years. I am worried where Flash is headed though, so we must all keep our eyes open.
