As you know quality of the tour or pictures mainly depends on you
So you can get crappy results even with the best program available if you don't know how to handle it.
In Flasificator some things are straightforward, but then again to achieve some simple effect you have to jump through 20 hoops to get it done.
But about Pano2VR it's good for producing different panorama formats, cubes, movs strips.. Can't really comment on making tours with it, at first glance it looks too basic, but i'm sure i'm wrong.
Both programs have trial versions, try them, it gives quick overview and which is more comfortable for you.
Price is almost the same..
